Foreign militaries are increasingly being called upon to provide disaster relief across the globe, however research suggests coordination between military and civilian actors remains a significant challenge within international disaster responses. Yet despite the Pacific remaining one of the most disaster-prone regions in the world and the New Zealand Defence Force significantly expanding its role in HADR over the last decade, an independent assessment has yet to be completed on the military’s disaster assistance. This research presents the first examination of the New Zealand Defence Force’s civil-military coordination in Pacific disaster relief responses and aims to identify; the current obstacles to the Defence Force’s civil-military coordination, how these obstacles may be impacting the assistance provided and finally, produce recommendations on how New Zealand’s future relief responses might be improved.
