The Controllers Development Programme was set up by the Ministry of Civil Defence and Emergency Management (MCDEM) and Massey University’s Joint Centre for Disaster Research (JCDR) in 2014 and has successfully trained 100 Emergency Management Controllers from across New Zealand’s regional councils, Emergency Management agencies and Civil Defence officials.
The programme is actively managed by Massey's Centre for Professional and Continuing Education (PaCE) and was set up to meet capability needs of controllers to improve responses to significant emergencies that New Zealand currently faces.
The programme provides the controllers with a comprehensive and engaging professional development experience over a nine week period which includes an online component and residential course. The participants then complete a 12 month long mentoring period where they have access to industry expertise in this area from all around the country. "The course was extremely useful in gaining understanding and knowledge of civil defence emergency management" says one participant who completed the programme in June 2016.
