Peer Review Implementation & Evaluation

The implementation of scholarly peer review of teaching was piloted at Massey over Semester Two 2010 and over the course of 2011. The pilot was sponsored by the Office of the Assistant Vice-Chancellor (Academic & International) and was originally  proposed by the Stream Project Board as a means of promoting quality enhancement.

The original peer review system underwent considerable consultation and refinement over more than six months. Consultation involved a range of staff including, by the then CADeL (Centre for Academic Development and eLearning), the Teaching Excellence at Massey Group (TE@M), Stream Project Board, Teaching and Learning Committee, Technology Enhanced Learning Committee and Academic Strategy Group.

An evaluation of the Peer Review Framework was undertaken towards the end of 2011 by seeking the views of a sample of staff who completed the Stream Completion Checklist. One the whole staff gave positive feedback with one School adopting the system for the development of all papers. The main criticism at a meaning level was the need to better recognise that peer review needs to be a constructive process that occurs throughout the course design process. Although we expect to make further minor changes to the system, the response to this feedback was to rename the framework as the Peer Assistance and Review of Teaching (PART) Framework. 

Work is also underway on developing and promoting other peer observation and  teaching evaluation tools (e.g. Teaching Evaluation through Student Dialogue) to support more focused reviews as part of a comprehensive suite of tools to enhance teaching quality.
