Jeff coordinates and lectures environmental management policy and planning to undergraduate and postgraduate levels, with a particular focus on New Zealand. He comes to academia after 23 years as a policy analyst, manager and consultant in local and central government. He draws on this experience in his research and teaching.

Jeff is an experienced researcher and public policy analyst who has worked in European Union, and New Zealand central and local government institutions. He has particular strengths in New Zealand and European environmental science and policy, and local government.
Jeff has a thorough understanding of natural resource management legislation and policy, and as a policy analyst and manager has been responsible for preparation of statutory regional plans under the Resource Management Act and other legislation. His doctoral studies examined the efficacy of New Zealand's environmental management under the Resource Management Act, with particular regard to regional councils.
Jeff enjoys teaching, emphasising experiential learning to develop students' subject comprehension and critical thinking, but also to encourage situational leadership.
