  • 1 Critically understand the characteristics of, vulnerability to, and consequences of the natural hazards confronting communities in New Zealand and elsewhere.
  • 2 Evaluate what constitutes a hazard-resilient community.
  • 3 Critically assess why reliance on traditional ways of coping with disasters is not sufficient to reduce their devastating impact.
  • 4 Critically understand what the barriers, opportunities and constraints are for adopting a planning-based approach to reducing vulnerability and building community resilience to hazards.
  • 5 Develop skills to critically assess and use a variety of planning processes and tools to enable communities to anticipate, prepare for, respond to and recover from natural disasters.
