Tomorrows School : Todays Industry. Economic agendas and competitive forces in global education: New Zealand and South Korea
In New Zealand, education services sold to foreign fee-paying students are categorised as an export industry within the global education market sector. Using South Korea as a case study, Ms Innes examined the philosophical and economic origins of export schooling markets in New Zealand, and the positioning of foreign children as tradable commodities and export products within a schooling industry discourse. Ms Innes documented how global economic agendas and market forces since the early 1980s have increased competitive behaviour and spread neoliberal reform ideologies and practices throughout state education. Ms Innes concluded that, with the endorsement of a government committed to the World Trade Organisation agenda for General Trade in Services Agreements, any further proliferation of neoliberal credentialist and competitive practices in education has the potential to attract private investment and international education corporations into state education.
