The development and performance of airports in New Zealand as commercial entitites

Mr Lyon investigated the commercial performance of New Zealand airport companies from incorporation for the initial 20 year period until 2008. These airport companies had been established as a direct result of government policy announced in 1985 and implemented over the next three years. The study compared the performance of the seven largest Nee Zealand airports, both individually and collectively, against the objectives stated in the original policy document. It found that their commercial performance over the initial 20 year period had achieved the earlier stated policy outcomes. The conclusion was therefore reached that commercialisation of the New Zealand airport system had been successful in that it had achieved the objectives included in the original policy document, which had resulted in changes as to how they were subsequently owned, operated and managed.
