Ms Neill researched developments in New Zealand trade policies, with dimensions in both the domestic and foreign policy realms, from the 1930s to late 1980s. She identified factors that contributed to the trade activities changing from being narrowly focused and highly controlled at the start of the period to greatly diversified and liberalised by the end. The thesis highlights that New Zealand trade policy tended to be developed in response to events arising in the external context over which it had no control, and that policy decisions likewise tended to stem from external influences.
