Project Title: Modifiable Pathways to Sustainable Ageing in Aotearoa

According to the World Health Organisation (2018) sustainable population ageing requires action based on evidence-based policies. This is reinforced in the NZ government Ageing Strategy for Better Later Life. This Research Programme will provide crucial missing evidence for the precursors of flourishing in older age to the entire sector of stakeholders. Advisors and stakeholders include NGOs working with older people (e.g., Age Concern, Grey Power, Carers NZ, Alzheimers NZ), local bodies developing age-friendly strategies (through Local Government New Zealand), and government policy makers (e.g., Ministry of Health, Te Puni Kōkiri, Office for Seniors in the Ministry of Social Development). There is Māori leadership across all components of the study, with a tikanga Māori organisation advising on Māori engagement and leading development of Māori-focussed resources. Research will focus on ameliorating the need for institutional care in later life. With a view to prevention (rather than repair), we will identify modifiable aspects of everyday life and the environment that support independence for all older people. The Programme will highlight aspects of the social and material environment that are modifiable to provide support for healthy functioning before cognitive functioning declines, before people become trapped in destructive loneliness, or before falls limit wellbeing. We will use data from longitudinal and life-course studies (with Māori oversampling), linked to relevant databases (interRAI; ACC; MoH) and targeted studies with Pasifika and Asian elders. The research questions have been developed with stakeholders and findings will be shared in accessible forms including policy papers, seminars, webinars, workshops, action manuals for NGOs and local bodies, and international publications. The outcomes will be better evidence for public policy design leading to less societal burden and better lives for all older people.

Project Title: Developing an Economic Living Standards Index for Elders

Living standards are proving to be an essential marker of economic status and well-being. By 2012 a theoretically based and statistically robust index of living standards for older people will be provided for use in population research (such as the NZ Longitudinal Study of Ageing), by Government research groups (such as the Ministry of Social Development), and for assessment use by community groups (such as Age Concern). This module will be used to assess and track changes in the living standards of older people. Limitations in standards of living constrain health and social participation and effective policy change to improve living standards requires early identification of deterioration. Measuring the living standards of older people effectively will provide a scientific basis for social policy advice to advance the independence and well-being of older people. The instrument developed in this project will equip researchers, policy makers, and community groups to assess gaps and recommend social and economic policies that ensure positive ageing and participation for older New Zealanders.
